School Safety: Authorizes public postsecondary educational institutions to participate in school guardian program; requires sheriffs to assist in implementing programs; authorizes law enforcement agency to provide training; requires institutions provide specified notice to sheriff; creates offense of discharging weapon or firearm within 1,000 feet of school; provides exception; requires person arrested for certain offenses be held in custody until brought before court bail; ranks offense on offense severity ranking chart; requires postsecondary institutions be made aware of mobile suspicious activity reporting tool in specified manner; requires public postsecondary educational institutions promote use of such tool; authorizes funds for Catholic schools for specified purposes; prioritizes use of funds; requires transfer of specified student records; requires State Board of Education & Board of Governors to adopt rules & regulations; requires certain trainings include specified information; authorizes public postsecondary educational institutions to participate in certain programs & appoint certified school guardians; removes requirement that only sheriffs may provide school guardian training; authorizes specified persons to serve as school guardians; requires institutions adopt emergency response plans, provide training, post specified information, & adopt threat management processes; requires institutions develop certain policies; authorizes State Board of Education & Board of Governors to adopt rules & regulations. Effective Date: upon becoming a law
