HB 175 Payment Stablecoin (2026 Session)
Payment Stablecoin: Revises definition of term "money services business" to include qualified payment stablecoin issuer; prohibits persons from engaging in activity of qualified payment stablecoin issuer without registering & receiving specified notification; provides that certain money services businesses are exempt from registration requirements; specifies that certain payment stablecoins are not security & are not subject to certain requirements; specifies that certain transactions are not regulated under certain provisions; requires qualified payment stablecoin issuers with consolidated total outstanding payment stablecoin issuance that reaches specified threshold to comply with certain requirements; specifies that OFR remains solely responsible for supervising qualified payment stablecoin issuers or is jointly responsible with Office of Comptroller of Currency for such supervision; specifies that qualified payment stablecoin issuers may engage only in certain activities. Effective Date: January 1, 2027
