Qualifying Improvements to Real Property: Authorizes local government to levy non-ad valorem assessments to fund certain improvements; authorizes property owner to apply for funding & enter into financing agreement with local government to finance certain improvements; authorizes local government to collect moneys for such purposes through non-ad valorem assessments; provides collection requirements, etc. Effective Date: May 27, 2010
