Exemption from Legislative Lobbying Requirements: Revises term "expenditure"; specifies that term does not include use of public facility or public property that is made available by one governmental entity to another governmental entity for public purpose, to exempt such government-to-government use from legislative lobbying requirements. Effective Date: July 1, 2013
