Environmental Regulation: Prohibits county from requiring applicant to obtain permit or approval from another state or federal agency as condition of processing development permit under certain conditions; requires that DEP review application for certain permits under Beach & Shore Preservation Act & request additional information within specified time; specifies that s. 403.0874, F.S., authorizing expedited permitting, applies to provisions governing coastal construction; revises requirements for inclusion of certain goals & objectives in Florida Seaport Mission Plan, etc. Effective Date: July 1, 2011
