Child Welfare: Requires DCF to provide specified assessment data to Legislature as part of certain annual report; requires DCF to maintain certain data in specified format; requires DCF to develop child protective investigator & case manager recruitment program; specifies requirements for program; specifies duties of DCF under program, to be completed in collaboration with lead agencies; subject to appropriation, requiring DCF to develop 4-year pilot program for treatment foster care; limits participation in pilot program to certain children; requires DCF to identify two judicial circuits for implementation of pilot program; requires DCF to arrange for independent evaluation of pilot program; requires DCF to establish certain minimum standards for pilot program; requires DCF to submit specified final report to Governor & Legislature; requires DCF to convene case management workforce workgroup; provides for membership & duties of work group; provides for meetings of workgroup; provides for operation of workgroup until specified date; requires workgroup to submit report to Governor & Legislature; provides requirements for such report; requires DCF to contract for detailed study of bed capacity for residential treatment services for child victims of commercial sexual exploitation; requires that study be completed by specified date; provides requirements for study. Effective Date: July 1, 2025
