Special Districts: Prohibiting the creation of new neighborhood improvement districts after a date certain; providing term limits for members of governing bodies of independent special districts elected by the qualified electors of the district; providing the method for changing boundaries of an independent special district; requiring special districts to establish performance measures to assess performance; etc. Effective Date: July 1, 2024
