Energy Policy: Restricts manner in which counties & municipalities regulate renewable energy devices; exempts specific entities from PSC regulation; authorizes local renewable energy suppliers to sell local renewable energy to certain end users; specifies conditions under which certain end users may interconnect with local renewable energy suppliers or local electric utilities; provides conditions under which local renewable energy suppliers may interconnect; provides conditions under which net metering provisions apply; restricts declaration of covenants from regulating certain renewable energy devices more stringent than required under Florida Building Code; prohibits enforcement of certain state laws enacted pursuant to federal rules mandating state action under certain circumstances. Effective Date: July 1, 2016
