Administrative Procedures: Revises requirements related to administrative proceedings regarding rules, proposed rules, unadopted rules, & agency statements; revises authorities of administrative law judges; revises provisions regarding noticing of agency actions; authorizes petitioners to pursue collateral challenges; expands agency reporting requirements of certain minor rules; revises certain timeframes in administrative proceedings; requires certain challenges for regulatory permits for special events to follow summary hearing provisions. Effective Date: July 1, 2016
