First-time, Nonviolent Drug Offender Tax Credit: Provides tax credit to businesses that employ first-time, nonviolent drug offenders; requires eligible businesses to apply to DEO for tax credit approval; specifies that business seeking tax credit is responsible for demonstrating that it meets requirements for tax credit; provides for carryforward of tax credits; authorizes DEO to adopt rules & guidelines; authorizes DOR to adopt rules; revises order in which specified tax credits are applied. Effective Date: July 1, 2014
