Funding from the National Mortgage Settlement: Provides appropriation from General Revenue Fund to Florida Housing Finance Corporation to fund housing down payment assistance loans; provides distribution requirements; provides requirements for loan recipients; provides for loan forgiveness under certain conditions; provides appropriation from General Revenue Fund to Florida Housing Finance Corporation, Florida Prepaid Tuition Scholarship Program, state courts system, clerks of court, DCF, for certain purposes; provides appropriation from General Revenue Fund DEO to provide grant to Habitat for Humanity of Florida for certain purposes; provides requirements for Habitat for Humanity of Florida; provides financial audit reporting requirements; requires certain funds to be repaid by Habitat for Humanity of Florida to DFS for deposit in State Housing Trust Fund; authorizes Office of Attorney General to establish, coordinate, & promote advertising campaign for certain purposes; provides appropriation to Office of Attorney General for certain purposes; provides that certain funds appropriated in this act are not subject to reversion until specified date; provides contingent effective date.Effective Date: upon the deposit of $200,080,474 into the General Revenue Fund from the escrow account created as a result of the consent judgment entered into by the Attorney General on April 4, 2012, in the case of United States of America, et al. v. Bank of America Corp., et al., No. 12-0361-RMC, in the United States District Court for the District of Columbia
