Black Business Loan Program; Revises recertification & audit periods for eligible recipients of Black Business Loan Program; authorizes existing recipients to submit certain information to Department of Economic Opportunity (DEO) instead of financial audits; authorizes recipients to redress audit findings within specified period; provides term of & revising requirements for funding agreements between recipients & office; revises entities with whom DEO must consult before adopting rules; revises limits on use of funds for technical support to black business enterprises & direct administrative costs. Effective Date: July 1, 2012
