Energy Regulation: Requires determinations on building new energy generating facilities to take certain factors into consideration; prohibits local governmental entities from requiring or prohibiting certain building materials, vehicles, or home heating elements; authorizes local governmental entities to adopt bid specifications for public works projects that take energy savings or production into consideration; prohibits adoption or enforcement of certain state & regional programs to regulate greenhouse gas emissions without specific legislative authorization. Effective Date: July 1, 2023
