Youth in Solitary Confinement: Prohibits DOC or local governmental body from subjecting youth prisoners to solitary confinement; prohibits youth prisoners from being subjected to emergency cell confinement for longer than certain duration; requires facility staff to document placements of youth prisoners in emergency cell confinement; requires mental health clinician perform face-to-face evaluation of youth prisoners subjected to emergency cell confinement; provides for individualized suicide crisis intervention plan for certain youth prisoner; provides for protection of youth prisoners held in disciplinary cell confinement; requires DOC & boards of county commissioners to certify compliance & adopt specified policies & procedures. Effective Date: July 1, 2022
