Local Law Enforcement Agencies: Redesignates Criminal Justice Standards & Training Commission as Public Safety Standards, Training, & Accreditation Commission; revises commission membership; requires cities & counties to create public safety departments; specifies divisions of such departments; limits when law enforcement officers may initiate traffic stops; provides for duties of law enforcement officers at accident scenes; provides for traffic monitors; specifies duties of traffic monitoring divisions; provides for crisis response teams; provides for public safety answering points. Effective Date: July 1, 2021
