Energy: Provides DEM requirements related to statewide emergency shelter plan; provides life-cycle cost analysis of alternative architectural & engineering designs & major equipment retrofits for certain state-owned facilities requirements; requires Office of Energy to develop certain rules; requires DACS to develop & maintain greenhouse gas registry & inventory; requires state & local governmental entities, state universities, Florida College System institutions, utilities, & certain businesses to track & report greenhouse gas emissions data; creates Resilient Farms Pilot Program within DACS; establishes Farm Renewable & Efficiency Demonstrations Program within DACS; provides rulemaking authority. Effective Date: upon becoming a law
