Speciality License Plates: Provides exception to requirement that specialty license plate annual use fees & interest earned from those fees be expended only in this state; directs DHSMV to develop Honor Flight license plate; provides for distribution & use of fees collected from sale of plates. Effective Date: October 1, 2021
