Prescription Drug Benefits: Provides pharmacy benefit managers have fiduciary duty to specified individuals & entities; provides requirements for services performance, contracts, specified funds, & maximum allowable cost lists; requires pharmacy benefit managers to allow payors access to specified records; requires income & financial benefits to be passed through to payors; requires DFS to investigate violations; requires group health plans, health insurers, & pharmacy benefit managers to base plan beneficiaries' & insureds' coinsurance obligations for prescription drugs on specified drug prices. Effective Date: January 1, 2021
