Revises composition of JNCs; establishes restrictions regarding commission members; terminates terms of commission members as of specified date; provides for appointments & staggered terms for reconstituted commissions; provides term limits; requires diversity considerations in appointments; requires appointing authorities to collect & release certain demographic data from commission applicants & members; provides voting restrictions & conflict disclosure; requires commission member to complete an educational course after appointment.Effective Date: July 1, 2020
