Medical Use of Marijuana: Prohibits physician from certifying certain patients for marijuana other than low-THC cannabis under certain conditions; revises requirements relating to medical marijuana use registry & informed consent form; limits daily dose amounts & THC content; waives medical marijuana ID card fee for certain qualified patients; provides specified authority to DOH & its employees; prohibits medical marijuana testing laboratory from having economic interest or financial relationship with medical marijuana treatment center; revises provisions authorizing emergency rulemaking. Effective Date: July 1, 2019
