Administrative Procedures: Requires agencies to repromulgate rules; revises provisions relating to notice of rule development; requires notice of withdrawal if notice of proposed rule is not filed within certain timeframe; revises scope of public workshops to include information gathering for preparation of statements of estimated regulatory costs; revises circumstances under which proposed rule's adverse impact on small businesses is considered to exist. Effective Date: July 1, 2019
