Health Plans: Revises eligibility requirements for multiple-employer welfare arrangements; requires insurers to make at least one policy or contract available to certain residents within specified timeframe, upon occurrence of certain events; provides disclosure requirements for short-term policies; revises requirements for association & small employer policies; specifies conditions for compliance with essential health benefits requirements; prohibits excluding or delaying coverage under such policies or contracts due to preexisting medical conditions; requires OIR to conduct a study of current plans. Effective Date: upon becoming a law
