Early Childhood Courts: Authorizes circuit courts to create early childhood court programs; provides program requirements; provides requirements & guidelines for Office of State Courts Administrator when hiring certain positions; authorizes office to provide funding to circuit courts to establish coordination system; requires office to contract with certain university-based centers; requires university-based centers to hire clinical director; requires Florida Institute for Child Welfare to submit certain status reports to Governor & Legislature by specified dates; requires institute to conduct evaluation of court programs' impact; requires evaluation to include analysis of certain data & recommendations; requires institute to submit results of its evaluation to Governor & Legislature by specified date. Effective Date: July 1, 2019
