HIV Prevention: Cites act as "HIV Prevention Justice Act"; provides exception to allow donation of human tissue by person with HIV under certain circumstances; expands scope of unlawful acts by person infected with sexually transmissible disease to include HIV; reclassifies specified criminal offenses.
