Requires each judicial circuit to create local advisory panel; requires advisory panel to take specified actions; provides for advisory panel membership & terms; requires advisory panel to vote on whether to indict law enforcement officer; requires state attorney to consider decision of panel & to indict law enforcement officer in certain circumstances; provides for expiration. Effective Date: July 1, 2015
