Public Utilities; Requiring that any proposed change in a public utility’s billing cycle be approved by the Florida Public Service Commission by a specified period before the effective date of the change; requiring the commission to consider the public impact of a proposed change; prohibiting the extension of a billing cycle by more than a specified period; prohibiting a public utility from charging a consumer or user a higher rate in certain circumstances; providing an exception, etc. Effective Date: 7/1/2015
