Summary
Weapons or Firearms: Creates "Universal Background Check Act"; requires transfers of firearms when neither party is licensed dealer to be conducted through licensed dealer; requires deposit of firearm with dealer; requires processing by dealer; provides for disposition of firearm if dealer cannot legally complete transaction; authorizes fee; provides exceptions; requires reports of violations. Effective Date: October 1, 2013
