Targeted Economic Development: Expands purpose of Institute for Commercialization of Public Research to include commercialization of products developed by innovation business; authorizes institute to create corporate subsidiaries; provides conditions in which institute may develop or accrue certain interests in companies or products; specifies conditions under which institute may deliver & charge for services; expands institute's reporting requirements to include information on assistance given to innovation business; requires that institute create Florida Technology Seed Capital Fund; requires professional managers to manage fund; provides for investor advisory board to advise & guide managers & to make funding recommendations; provides for certain administrative costs of fund; requires institute to administer fund & provide criteria for its administration; provides for annual evaluation of activities & results of funding. Effective Date: July 1, 2013
