Agriculture: Clarifies that land classified as agricultural retains that classification when offered for sale; provides methodology for assessing certain structures & improvements used for horticultural production; authorizes FWCC to enter into agreement with DEP for uniform regulation of pesticides applied to waters of state; revises exemptions from water pollution permits; provides permits for applying pesticides to waters of state; requires DEP to enter into agreements with DOACS & FWCC for uniform regulation of pesticides applied to waters of state; authorizes temporary deviations from certain DEP rule provisions for certain pesticides; requires DOACS to enter into agreement with DEP for uniform regulation of pesticides applied to waters of state; provides that Citrus Research & Development Foundation shall provide advice to DOACS with respect to citrus research marketing orders, conduct citrus research, & perform other duties assigned by DOACS; provides for deposit of certain agricultural assessments; revises assessment rate on citrus fruit; expands type of research projects that may be conducted by DOACS; revises location of executive offices of Department of Citrus; requires DOACS & representatives of state pest control industry to submit report to Legislature; requires that report include recommendations for changes in law to provide for disciplinary action against licensees of pest control industry under certain circumstances. Effective Date: November 17, 2010
