Local Government Land Development Regulations and Orders: Revises, for counties & municipalities, respectively, application procedures for development permits & orders; prohibits local governments from adopting land development regulations governing lots on residential real property unless such adoption meets specified requirements; prohibits local governments from adopting certain land development regulations if lot on residential real property is connected to public water system or public sewer system; requires that land development regulations adopted by local government allow lots to front or abut shared space instead of public right-of-way; establishes cause of action; authorizes award of specified remedies; provides for waiver of sovereign immunity. Effective Date: July 1, 2026
