Inmate Services: Requires funds from Contractor-Operated Institutions Inmate Welfare Trust Fund to be used for specified purposes; revises compensation for provision of inmate medical services by certain providers; requires Medicaid health care provider to provide inmate patients with reasonable access to medical services; revises compensation for provision of inmate emergency medical transportation services. Effective Date: July 1, 2026
