Prohibition of Considering Race or Ethnicity in Government Contracting: Prohibits awarding body from requesting documentation of or considering race or ethnicity when granting contracts or awards; prohibits awarding body from requiring or encouraging contractor or grantee to consider race or ethnicity when granting contracts, subcontracts, or awards; requires awarding body to submit notice of proposed rulemaking & adopt final rule within specified time periods; requires reduction of procurement goals by specified proportion; provides that certain laws, charter amendments, ordinances, resolutions, rules, regulations, & policies adopted by this state or local government are prohibited & void. Effective Date: on the 60th day after adjournment sine die of the session of the Legislature in which enacted
