Transportation: Requires DOT secretary to establish performance & production measures; revises provisions relating to railroad-highway grade crossings; revises membership of advisory boards; revises & provides M.P.O. & DOT authority, duties, & responsibilities; requires certain M.P.O.'s to exchange best practices; authorizes M.P.O. to execute written agreement with DOT regarding transportation planning requirements; requires establishment of quality performance metrics & performance targets; removes provisions relating to Metropolitan Planning Organization Advisory Council; requires reports to Governor, Legislature, & DOT; requires DHSMV to begin implementation of redesigned registration license plate. Effective Date: July 1, 2024
