Regulation of the Medical Use of Marijuana: Prohibits employer from taking adverse action against employee who is qualified patient; revises requirement for issuance of physician certification; prohibits DOH from charging identification card fee for certain veterans; creates Medical Marijuana Testing Advisory Council; provides for issuance of clinical research licenses to certain entities; authorizes certain entities to engage in activities for research purposes; provides reciprocity for nonresident patients & caregivers; authorizes use of telehealth to treat qualified patients. Effective Date: upon becoming a law
