Direct Purchases of Tangible Personal Property by Contractors: Authorizes governmental entities to allow specified entities to use its certificate of entitlement of exemption for certain tangible personal property; provides procedures for allowing such use; requires letter of authorization to specify issues regarding risk of damage or loss of property.
