State Technology: Directs DHSMV to implement protocols & standards for issuing optional digital proof of driver license & procure interfaces necessary for manufacture; requires Agency for State Technology to publish & maintain such protocols & standards; requires agency to review & approve or reject private entity's request for access to interfaces; provides for designation of authorized manufacturer of digital proofs; provides for revenue sharing; provides that presenting electronic device displaying digital proof does not constitute consent for law enforcement officer access; provides for assumption of liability. Effective Date: October 1, 2017
