Technology: Establishes chief data officer within AST; requires chief data officer to develop an enterprise data inventory & provide recommendations for developing & maintaining open data catalog; provides definitions; provides responsibilities of chief data officer; requires agency to develop implementation plan for issuing digital proof of driver license; requires agency to submit plan to the Governor & Legislature; authorizes position for agency & agency to submit budget amendment. Effective Date: July 1, 2016
