Municipal Power Regulation; Requiring certain entities created under the Interlocal Cooperation Act of 1969 to submit independently prepared financial statements for certain electric power projects to specified public entities; expanding the duties of the Public Counsel to include proceedings involving the Florida Municipal Power Agency; revising the definition of the term “public utility” to include the Florida Municipal Power Agency; exempting the agency from regulation by the Public Service Commission for purposes of rates and service, etc. Effective Date: 7/1/2016
