Highway Safety; Revising provisions relating to the passing of a vehicle; exempting bicycles from provisions for passing a vehicle on the right under certain circumstances; revising provisions for turning at intersections; requiring motor vehicle operators to allow a group of bicycles to travel through an intersection under certain circumstances, etc. Effective Date: 10/1/2016
