Transportation: Provides criminal penalties for certain noncriminal traffic infractions that cause serious bodily injury or death to person; defines "serious bodily injury"; revises provisions relating to passing of vehicle; directs law enforcement officer issuing citation for specified violations to note certain information on citation; revises exceptions to provisions for designated no-passing zones; revises provisions relating to careless driving; requires hearing for specified offenses. Effective Date: July 1, 2015
