Summary
Water and Wastewater Utilities; Prohibiting a county from providing water or sewer services to an unincorporated area if a municipality is authorized to provide such services to the unincorporated area pursuant to a franchise agreement with a county or by a county resolution or ordinance; specifying that the corporate powers of a municipality do not apply to the unincorporated areas of a county without the county’s express consent; limiting the amount of water and sewer utility rates, fees, and charges that a municipality may impose on consumers outside of the municipality’s boundaries. etc. Effective Date: 7/1/2014
