Administrative Procedures: Requires that final order in specified administrative proceedings award all reasonable costs & attorney fees to prevailing party; revises criteria used by administrative law judge to determine if party participated in proceeding for improper purpose; authorizes recovery of reasonable attorney fees & costs incurred in litigating entitlement to or quantification of attorney's fees & costs. Effective Date: July 1, 2014
