Clerks of Court: Authorizes jurors & witnesses to be paid by check; requires party applying for garnishment to pay deposit to garnishee, rather than in registry of court; deletes provision that requires clerk to collect specified fee; provides requirements for sale of tax certificates; revises requirements for redemption of tax certificates; provides circumstances under which land shall be placed on specified list; clarifies notice requirements; provides for excess proceeds relating to unclaimed property; requires clerk to ensure that excess funds are paid according to specified priorities; provides for interpleader actions & award of reasonable fees & costs. Effective Date: July 1, 2014
