Elections; Revising provisions regulating third-party voter registration organizations; deleting a requirement that the elector's change of residence must occur within the same county for the elector to be able to vote in the new precinct; deleting a provision that authorizes the placement of the full text of a proposed constitutional amendment or revision on a ballot; providing requirements for determining the number of early voting sites each county must operate; increasing the number of days and hours that early voting must be available, etc. Effective Date: January 1, 2014
