Summary
Value Adjustment Boards: Revises membership of VABs; provides for appointment & qualifications of professional member & alternate professional member of VAB; provides for election of chairperson & alternate chairperson & requirements with respect thereto; revises requirements relating to composition of quorum of board members; provides duties for board & clerk of board; provides oversight responsibilities for board with respect to activities of specified individuals; provides conditions, requirements, & limitations relating to selection, appointment, & service of board attorney; provides duties, responsibilities, & requirements for board attorney; provides requirements with respect to verbal or written advice given by board attorney; provides requirements relating to written contract between board & board attorney; provides for maintenance of records relating to board & board attorney; provides legislative intent; provides requirements for written decisions of board & special magistrates; provides requirements for board, special magistrates, & DOR with respect to administrative reviews involving just value assessments of real property; provides requirements for board & special magistrates relating to submission & consideration of recommended decisions. Effective Date: July 1, 2013
