Medicaid Eligibility; Requiring the Department of Children and Families to review financial transactions affecting eligibility; exempting the value of a Medicaid applicant’s life insurance policy, annuity, or group certificate from the determination of the applicant’s Medicaid eligibility under certain circumstances; authorizing a state agency to delay implementation of certain provisions if a federal waiver or authorization is required; specifying limitations, etc. Effective Date: July 1, 2013
