Housing Developments: Revises definition of "urban infill"; authorizes DEP to provide grants to CDDs for specified purposes; authorizes CDDs to submit list of proposed projects to DEP; revises definition of "modern-income persons"; requires total number of units for new developments or redevelopments to be based on plans that include certain factors; prohibits projects from requiring tax credits or bond financing; authorizes FHFC to use contributions for new construction projects to replace obsolete homes in mobile home parks or manufactured home communities; prohibits such projects from requiring tax credits or bond financing. Effective Date: July 1, 2024
